On 28 April 2026, the Emirati Human Resources Development Council (EHRDC) and the Dubai International Financial Centre (DIFC) announced the Emirati Talent Empowerment Programme in Wealth Management and Financial Technology. The initiative is delivered in partnership with the Emirates Institute of Finance and Emirates NBD, and sits within EHRDC's broader 'Dubai Ambition' initiative, which targets awareness for 10,000 students, training for 10,000 Emirati students and graduates, and employment of 5,000 Emiratis in the private sector by 2026.
The programme runs across two tracks. The Wealth Strategist Programme prepares participants for roles in private banking and wealth management, supported by regional and global institutions. The National FinTech Programme, led through DIFC's Innovation Hub ecosystem, focuses on high-growth FinTech domains. The first cohort covers approximately 15 Emirati job seekers over two months at the Emirates Institute of Finance campus, combining technical training, professional qualifications and workplace skills. Confirmed participating organisations include Emirates NBD, J.P. Morgan, UBS, HSBC, Standard Chartered, Banco Santander, ICBC, TapTapSend, Tabby, Vault22, Lean Technologies and Lune Technologies.
What this means for our clients
For founders establishing financial services or FinTech businesses inside DIFC, this programme signals continued regulatory and institutional momentum around Emiratisation within the centre. Companies hiring in private banking, wealth management or FinTech will typically need to factor localisation requirements into their workforce planning, and participation in structured programmes such as this one can form part of a compliant Emiratisation strategy. The involvement of globally recognised institutions alongside DIFC's Innovation Hub also reinforces the centre's positioning as a serious talent pipeline, not just a licensing jurisdiction.
If you are structuring a DIFC entity or reviewing your Emiratisation obligations, we recommend speaking with us before finalising your hiring plan. Read the full announcement on the DIFC website at the link above, or book a Sirius consultation to discuss how localisation requirements apply to your specific licence and headcount structure.
